Provincial Cervical Screening Initiatives Program

Introduction

The Cervical Screening Initiatives Program is a provincial program collaborating with regional health authorities, non-governmental organizations, health professionals and individuals to improve the coordination of cervical screening and increase participation in screening for women of Newfoundland and Labrador. The CSI Program was launched in 2003 with a gradual implementation across geographic regions and infrastructure.

Goal

To reduce the incidence of cervical cancer for women in Newfoundland and Labrador through a coordinated cervical screening program.

Program Development

The development of the comprehensive approach to cervical cancer screening for women of Newfoundland and Labrador has been founded by a series of projects hosted by Western Health. During the third project in 1998-2001, a pilot to create the elements of an organized program provided the framework for provincial program implementation. In 2007, the initiation of the program implementation across all health authorities has been achieved. The requirements of an effective cytology screening program* are in development. These include:

Program Structure

Provincial Advisory Committee – Terms of Reference Under Review

Regional Advisory Committees – Each of the health regions has an advisory committee established to provide insight and direction for regional issues as they pertain to the ongoing implementation of the Cervical Screening Program. This multidisciplinary group is guided by a set of terms of reference, and work plan that will enable coordination of strategic directions that involve multiple disciplines, community organizations the front line health care providers and educators.

Education and Recruitment Subcommittee – Each of the regions has an active working group to support the strategies and activities to enable targeted education and recruitment activities.

Cytology Committee – A provincial collective of the regional cytology laboratories and provincial program staff have an ongoing committee to activate continuous quality improvement processes in the delivery of cervical screening. This collaborative group has coordinated the development of Provincial Standards of Practice for Quality Assurance, Quality Monitoring Mechanisms, and evidence based technological improvements in the cytology screening.
